Responsibility

Job Purpose The Safety & Health Officer (SHO) is responsible for ensuring all project activities are carried out in compliance with occupational safety and health regulations, company policies, and statutory requirements. This role focuses on promoting a safe working environment, preventing incidents, and ensuring full compliance with HSE standards across project sites.

Key Responsibilities

1. HSE Compliance & Implementation

  • Ensure compliance with all applicable safety and health regulations (e.g., DOSH requirements).
  • Implement and enforce company HSE policies, procedures, and guidelines at site.
  • Ensure adherence to ISO 45001 standards and company Integrated Management System (IMS).
2. Site Safety Management
  • Conduct regular site inspections, audits, and risk assessments.
  • Identify hazards and recommend corrective and preventive measures.
  • Ensure proper implementation of Permit-To-Work (PTW) systems.
  • Monitor high-risk activities such as lifting, working at height, electrical works, and confined space entry.
3. Incident Management
  • Investigate accidents, incidents, and near misses.
  • Prepare detailed incident reports and recommend corrective actions.
  • Ensure timely reporting to management and relevant authorities where required.
4. Training & Awareness
  • Conduct safety induction and toolbox briefings for workers and subcontractors.
  • Promote safety awareness and a safety-first culture across project teams.
  • Ensure all personnel are trained and certified for their respective tasks.
5. Documentation & Reporting
  • Maintain proper HSE documentation, records, and reports.
  • Prepare monthly safety reports and KPI tracking.
  • Ensure all safety documents (RA, MS, HIRARC) are properly prepared and implemented.
6. Stakeholder Coordination
  • Liaise with clients, consultants, and authorities on HSE matters.
  • Support internal and external HSE audits and ensure closure of findings.
  • Coordinate with project teams to ensure safety requirements are integrated into all activities.
Qualifications / Requirements
  • Must possess Green Book (Registered Safety & Health Officer with DOSH Malaysia)
  • Diploma / Degree in Occupational Safety & Health or related field
  • Minimum 4–7 years of experience in construction / T&D / substation projects
  • Strong knowledge of OSHA regulations and safety standards
  • Familiar with ISO 45001 requirements
  • Good communication and report writing skills
  • Ability to work independently and enforce safety compliance
